my house has 24 bed rooms and the maids room has 1 broken window
and the basement has one broken window. and I am not permitted to shut their doors.......or put
newspapers or blankets in the windows!

No because all the elements can get through. Wind, rain, hail etc. Drafts get through and make it cold in winter and ridiculously hot in the summertime.

Oh and it gives giant grand entrances for all burglars, murderers, rapists etc etc. It's basically saying: "Here's an entrance come right in!"
