What is the typical mark up on tungsten rings at a Zales/Jared/Kay/Etc.?

I would say it is probably at LEAST 3 or 4 times what they paid, so probably a 400% markup. Tungsten is an extremely cheap metal, especially compared to jewelry quality metals like gold and platinum. Tungsten on the commodities market is currently $23 per kg, which is $10.45 per pound. Gold is $1059 per troy ounce, 14.6 troy ounces in a pound, so gold is $15,461 per pound. You see that tungsten is virtually worthless in small amounts like a ring.
So if it is anything at all high then it was marked up many times. Also, any store that has 70% off sales has marked up the price at least that much logically.
PS If you have your heart set on a Tungsten band, then try overstock.com, they have great jewelry prices. Keep in mind that Tungsten if dropped on the floor can shatter but that it is also hard to remove from a swollen digit in emergency cases (which does happen!)
