What is the best cheapest boat you can get ?

I think John S is on the right track.
Unless you plan on fishing in Tournaments, fixing up a 14-16FT Jon Boat with Trolling Motor and small Kicker Motor would be fine in MOST cases.
Like John S mentioned, you can EASILY build (or extend) a deck on a wide Jon type boat and have a nice casting platform.
That is the CHEAPEST (but reliable) route you can go VS (say) a canoe.
Look in your local paper, on craigslist, Etc. A "dry" Jon boat with a decent motor will run you about $1500-$2500. That would include Boat, Motor, Trolling Motor and a good solid aluminum V or flat bottom hull. Try to stay away from older fiberglass bass boats that appear to be a "steal".
Why? Old, used, tourney bass boats have usually been "dogged" and need more repairs than they are worth.......

If you need a good tourney boat save your money and start looking when you get in the $5-$8000 range. Nothing is worse, (or expensive) than trying to FIX the bass boat you got for a "song".......
