If you ate only candy bars all day, but you only ate 1,200 calories worth of them would you still lose weight?

No, at least not the way you're body would need to lose weight to be healthy. Just because someone is losing weight does not necessarily mean they are getting healthier. Yea, you might lose weight until the second or third day when you're starving and decide to binge, then you're worse off than you were before. Weight loss is about calories in calories out. It should be more about eating healthier than eating less.
Scientifically tho, you're body would go in to starvation mode and whatever you ate after a while of eating nothing would be converted if needed and stored as fat. You would feel like crap. You might lose more weight eating broccoli because it has more fiber than a typical candy bar, but still- the same starvation mode would begin regardless if you are eating candy or veggies.
