you can always post an ad with the local cable company so it it shows up on TV listing or post ads on Google and yahoo they have different prices for small to medium business's

You are not sure how to make a market of it?

Who is your news aimed at? Think of common segments you could target - you have people who are typically interested in politics, international affairs etc etc and watch the BBC news. You have people who read HELLO and similar mags who only care about popular news, like celebs who are getting divorced and married, etc.

I'd imagine... if it's a local news channel, your market would be the community, and perhaps your audience adults interested in the community, and who want to understand more about community affairs...!?
