How do I qualify for an online job?

You probably don't qualify not because of the questionnaires, but because of experience or availability. If say, you're a student, and because of school you can only work weekends, you'll have a less chance of doing so. If you are available all the time, maybe your past experiences did not impress the employer, or you're under experienced or over experienced.
If it is because of the questionnaire, which is possible, it could be that you're not setting off the attitude that they're looking for. Each question is meant to help the employer understand what decisions you will make at work if you are hired. So answer the questions with that in mind; thinking what would be acceptable for the company's image and/or the customer's viewpoint.
And keep in mind, the recession is not over. You are applying online among hundreds and thousands of other people. Sometimes, other people get hired quicker than others, and the rest who apply later miss out on the hiring session.
There are other factors that come into play other than the questionnaire, like your resume, or cover letter, and maybe your references didn't impress the employer.
